Lea and Cottam Parish Council formerly Lea Parish Council was established in 1892 and is located within the City of Preston Lancashire.

The Parish comprises three wards:

LEA SOUTH WARD:

Lea South Ward is a continuation of the urban area of Preston City and has services and recreational facilities similar to those found on the outskirts of most large cities. A golf course, sports ground, doctors surgery, two primary schools, two churches, several pubs and restaurants, good local bus services, a petrol station and several shops including a mini-supermarket are all features of the services within the area.

LEA TOWN WARD:

Lea Town Ward is a small rural settlement some distance from the services to be found in Lea South and has  few self contained services within its area other than a primary school, a church and a pub which provides food. The town has little by way of public transport and lacks a post office or doctor's surgery.

COTTAM WARD:

Cottam Ward is an expanding settlement with extensive new building development taking place. There is a developing community spirit in Cottam evidenced by the establishment of a Community Centre (an initiative by residents) and there are plans to build an ecumenical centre and small retail establishment in the area. Recent City plans also incorporate improvements to public transport as part of the proposed Orbital Bus Route around the City.
